Phnom Penh’s new Techo International Airport represents a significant infrastructure investment, signaling Cambodia’s commitment to modernizing its aviation sector and supporting long-term economic growth. Construction began in 2019 after the government decided to abandon further expansion of the existing Phnom Penh airport. The new facility is located on 2,600 hectares, spanning Kandal and Takeo provinces, approximately 30 to 40 kilometers south of the capital’s center.

The $1.5 billion project is the result of a joint venture between the Cambodian government and the Overseas Cambodian Investment Corporation, with major construction responsibilities assigned to China Construction Third Engineering Bureau Group Co., Ltd. Progress has been steady, with notable advancements by early 2024. The passenger terminal reached 47.4% completion, the power supply center was at 73.7%, parking lots at 52.2%, and the traffic control tower at 90.8%. The project’s workforce is substantial, with over 90% Cambodian nationals among the approximately 15,400 staff working at the construction site.
The airport’s construction is structured in three stages, with both phase one and phase two underway as of early 2024. Although the initial expectation was for phase one to finish by mid-2024, the timeline was adjusted, with a soft launch planned for July 2025. By February 2024, the overall completion rate surpassed 64%. The project is designed to handle up to 50 million passengers per year, making it one of the largest airports in the world upon completion.
Foster + Partners, a British architectural firm, designed the terminal with Cambodia’s tropical climate in mind. The structure features a single steel grid shell roof canopy, which filters daylight throughout the interior and creates a spacious, well-lit environment. Lightweight construction techniques and innovative shading screens help guarantee passenger comfort while addressing local weather conditions.
The design integrates cultural elements and is built for both functionality and future scalability. Techo International Airport is planned to serve as a major hub for both passengers and cargo. Modern facilities, robust power supply, and efficient parking infrastructure are incorporated to meet increasing air traffic demand.
The nearly completed control tower will enhance airspace management. The airport is also expected to reinvigorate Cambodia’s tourism sector, facilitate international trade, and create employment opportunities.
